The only grant I am aware of is the Mom and Pop grant http://www.miamidade.gov/ced/program_grants_mom-pop.asp
For women owned business specifically, there used to be grant by Women and Co (Citibank Foundation) from 2007-2009

As far of loans, besides the commercial bank loans (from local banks that are SBA Preferred lenders), there are a few (micro)lending programs I worked with in the past.

(2) ACCION USA –

(3) Other Preferred SBA lenders in Florida such as Borrego Springs Bank + Innovative Bank ( Innovative was closed in April 2010).
There is a new lender in town, which I have NOT worked with yet. Its called Our Microlending – http://www.ourmicrolending.com
